First look: Valiant Universe RPG

Upon closer inspection, the Valiant Universe RPG turns out to be storygamey to the point of being... a story game. (This is the superhero RPG currently on offer in the +Bundle of Holding: https://bundleofholding.com/presents/Valiant) 

The default session is like this: Everyone picks a pre-generated PC. Each PC sheet has, as well as stats, a bunch of "Cues" on it that suggest how they'd act -- they're largely context-free improv prompts. 
The Event Briefs (what the game calls scenarios) also have cues. These can be scene types, locations, or characters. Again these cues are not much explained, so you have the option to take the game as "I want to play specifically in the universe of these 90s comics" and actually look up (or know) what the Harbinger Foundation is, or you can just work from the mental image the words "Harbinger Foundation" evoke and go your own way, Fleetwood Mac style. 
 
The Event Briefs are a list of scenes with suggested events and obstacles. Everyone at the table takes turn scene by scene to be the GM, so you're playing in no-surprises mode in that sense. 
The unexpected arrives via a plot-point token economy thing. The GM has only a little more fiat than each player, and it doesn't include setting difficulty. The standard roll is an opposed roll of varying die types against a D20. 
 
So in summary: not what I was expecting.
